Contribute to CARNA’s public protection mandate
Make a difference by joining a CARNA regulatory committee. It is an opportunity for members of the public and registrants to contribute to regulatory processes that protect patients.
Every year, CARNA invites the public and registrants to apply for CARNA’s regulatory committees. These committees include the competence committee, nursing education program approval committee (NEPAC), registration committee, and registration review committee.
Regulatory committees are permitted under the provincial statute, the Health Professions Act. It allows Colleges to fulfil their delegated powers and authorities, including registering competent nurses, helping maintain their ongoing competency, and setting the standards for the proper education of nurses to meet the needs of Albertans.
Upcoming application deadlines
CARNA is seeking applications from members of the general public to serve on the College’s registration review committee. Your application will be in consideration for appointment as a public member on the registration review committee for a term of three (3) years.
Applications will also be considered for public member positions on other regulatory committees within CARNA.
Current and former members of the nursing profession and current and former staff of the College and Association of Registered Nurses of Alberta are not eligible for this position, or public member positions on other regulatory committees.

The Alberta Association of Registered Nurses was formed in 1916 with a focus on serving the interests of registered nurses in Alberta. Since that time, health professional regulation in Alberta has changed considerably. Over the past 100 years, we have shifted from a focus on being accountable to regulated members and serving their interests, to a focus on being accountable to the public and protecting and serving their interests. In fact, on August 19, 2020, CARNA Council unanimously voted in favour of a move to become a single mandate regulator, focused only on protecting the public.
We have also moved from having a College Council, governance and regulatory committees comprised primarily of registered nurses and nurse practitioners, to a Council, governance and regulatory committees with significantly increased public member representation. Having public members on our Council and committees is critical to fulfilling our mandate to protect and serve the public interest.
Health professional regulation will continue to evolve in our province, and we look forward to welcoming new public members to the organization.
The Health Professions Act (HPA) is the legislative framework through which health profession regulatory colleges work with the government to create accountability mechanisms in Alberta’s health system. CARNA is responsible for governing registered nurses (RNs) and nurse practitioners (NPs).
CARNA endeavours to ensure that all Alberta RNs and NPs provide safe, competent and ethical nursing care by:
- setting the qualifications for entering the profession;
- approving nursing education programs in the province that prepare individuals to enter the profession;
- issuing practice permits only to those who meet the legislated and regulatory requirements;
- developing and enforcing professional and ethical standards for the desired and achievable level of performance against which nursing practice can be measured;
- developing and enforcing a continuing competence program to ensure that practicing members are maintaining competence in their practice; and
- taking action when a member of the public, an employer, or another regulated member submits a complaint about the practice of a registrant.
Who can apply?
All applicants (public and CARNA registrants) who apply to serve on a regulatory committee must satisfy the following eligibility requirements in order to be short listed for appointment:
- must be a resident of Alberta;
- must be at least 18 years old;
- cannot be a spouse, partner, child or parent of a member of the CARNA Council;
- cannot be a CARNA employee;
- must possess and are comfortable using the required computer and Internet connection requirements.
Education, experience and competencies
CARNA is seeking applicants with post-secondary education who demonstrate:
- an understanding of the responsibility and accountability that a college has to govern their registered members in the public interest;
- knowledge and understanding of Alberta’s health care system, including current and emerging issues affecting health care;
- analytical, problem solving, and strategic and critical thinking skills;
- the ability to develop respectful relationships and demonstrate integrity, impartiality, collaboration and inclusiveness;
- an understanding of the need for confidentiality and sensitivity; and
- a willingness to honour the time commitment required of a public member.

- Download and complete the applicable committee competency matrix and save it to your desk top as you will be required to upload it during the online application process.
- You may apply for more than one regulatory committee, but you need to complete a separate application for each position.
- The closing time for applications will be midnight on the closing date. Late applications will not be considered unless an extension to the closing date has been previously agreed.
- Current committee members who are interested in being reappointed to the committee must reapply in the same way as new applicants.
Conflicts of interest
Members of the public and regulated members appointed to regulatory committees must ensure their personal interests do not interfere with their public duties as a committee member. A conflict of interest arises when a reasonable person knowing the relevant facts would conclude or would perceive that the exercise of the committee member’s judgment was likely to have been influenced by the personal interest of the committee member or by the interest of a related person or a related corporation of that committee member. You are required to disclose any personal interests that may conflict with the interests of this committee. Disclosure does not disqualify you from consideration for appointment.
Reflecting the diversity of Alberta
CARNA recognizes its work is best served by committees and tribunals which generally reflect the diversity of the community.
If you choose to complete the confidential diversity section in the application, the information is used to help CARNA achieving its objectives for access, equity, diversity, and reconciliation on regulatory committees. The CARNA Appointments Committee will report on the results of these responses in summary form only and will keep the identities of candidates confidential.
How to apply
Applicants are to provide information that clearly and concisely demonstrates how their qualifications meet the advertised requirements. Applications will also be in consideration for public member positions on other regulatory committees within CARNA.

Only those selected for interviews will be contacted to advance to the next step in the competition.
When there is a vacancy on a regulatory committee, CARNA will review the applications received for that position. All applications are screened for eligibility and qualifications and are forwarded to a Council appointments committee. The committee reviews the applications and decides which applicants will be shortlisted and reference checks completed. The appointments committee then recommends applicants for the vacancies to CARNA council. The appointments committee recommends one applicant to fill each vacant position.
The goal of the appointments committee is to achieve a balance of applicants who together cover the range of qualifications and skills needed by the committee; consist of experienced and new members; provide geographic representation; and representation of the Province’s diversity.
Typically, the appointments committee conducts it work within a month of applications closing and sends its recommended candidates to CARNA council for consideration. At the end of an appointment process, everyone who applied will be notified of Council’s decision. Recent appointments are also posted online.
If you are shortlisted, the appointments committee will request staff to conduct reference checks before the committee makes its final recommendations. Reference information is kept confidential.
Committee members are expected to prepare for meetings and participate in virtual and/or face-to-face meetings.
Terms of office
Committee member terms are four (4) years. The term of office of each member of the Registration Review Committee is three (3) years. The limit on length of service is two consecutive terms on the same committee.
CARNA reimburses committee members for face-to-face meetings. Preparatory time for meetings is not compensated.
CARNA offers two forms of reimbursement for the time spent working at CARNA’s request: salary replacement or a per diem rate.
CARNA will pay a salary replacement to your employer at your current rate of pay for the time spent on CARNA business. If you are interested in salary replacement, you will need to arrange this with your employer. For committee members who are not claiming salary replacement, CARNA offers a per diem rate of $205 for less than four (4) hours, and $375 for equal to or over four (4) hours spent on CARNA business.
Reimbursements for expenses and travel
CARNA will reimburse reasonable and legitimate expenses incurred by committee members working on CARNA business: the actual meeting time (including in-person, telephone or videoconferencing meetings) and the travel time required to attend a meeting in person (if required).
The Registration Review Committee does not have a set meeting schedule and meets as required depending on if reviews and appeals of decisions of the Registrar, Registration Committee and Competence Committee.
CARNA's office is in Edmonton; however, committee meetings are currently occurring virtually and will continue to be held virtually for the foreseeable future.
Regulatory Committee Descriptions
Nursing Education Program Approval Committee (NEPAC)
NEPAC approves Alberta nursing education programs leading to initial entry to practice as an RN and NP and leading to re-entry to practice as an RN.
Members are appointed by CARNA provincial council and represent the public, health-care employers, registered nurses and nurse practitioners, and nursing education programs.
They also review evidence provided by nursing education programs to determine if NEPAC's standards and criteria for initial entry to practice as a registered nurse or nurse practitioner are met.
CARNA's Entry-Level Competencies for the Practice of Registered Nurses and nurse practitioners are foundational to NEPAC's nursing education standards and criteria.
Educational institutions applying for program approval must provide evidence these competencies are fully integrated into the planning, implementation, and evaluation of their nursing education program.
